How can we implement state police?

Here are a few steps in the right direction.

Legal Reforms

State police in Nigeria would first necessitate specific legal reforms to the Nigerian Constitution, the Police Service Commission Act, and the Nigeria Police (Establishment) Act. These would involve delegating powers and jurisdiction to the states and adding security as an entry in the concurrent legislative list.

It would also require state assemblies to make new laws establishing their state police commissions and agencies. Such laws must integrate ideals for policing reflecting human rights, equality and diversity, ethics and professionalism, and other globally accepted standards.

Governance and Training

The structural organization of the police would also need to be adjusted, including the modalities for training and recruitment, promotion, and discipline. Each state would need to establish its own police academy and police commission to oversee personnel management and discipline to ensure accountability, professionalism, ethics, competence, respect for fundamental human rights, etc.

Developing standardized training programs on par with global standards is also necessary to avoid a situation where the new state police agencies are also poorly trained and become hideous clones of the current inept police force.

Funding

Proper funding is critical for the effectiveness of a new police force. Lack of funding is one of the major problems of the current police establishment, and many police units need more basic infrastructure to do their jobs actively.
